To anchor the goal of high-quality development in workplace safety and systematically map out new approaches to safety management for 2026, Liaoning Fuan Heavy Industry Co., Ltd. solemnly convened the First Meeting of the 2026 Workplace Safety Committee on January 24, 2026. Heads of all workshops and departments, outstanding individuals in safety work, and key personnel from relevant business units attended the meeting. With the theme “Uphold the Bottom Line, Enhance Quality and Efficiency, and Pursue Innovation,” participants deliberated on major strategies for safe development and forged a company-wide consensus on tackling tough challenges. The meeting was chaired by Qiu Zhijun, Head of the Safety and Environmental Protection Department, and was attended by company leaders Liu Aiguo, Yu Guangyu, and Ju Yangyang, who put forward specific work requirements.

At the outset of the meeting, a summary video was shown to review the 2025 work on workplace safety, followed by a solemn commendation ceremony for outstanding individuals who excelled in this area. During the meeting, General Manager Liu Aiguo and the heads of all production units formally signed the 2026 “Workplace Safety Responsibility Agreements,” thereby further reinforcing safety responsibilities at all levels. Subsequently, each signatory unit delivered a statement tailored to its specific circumstances.
The meeting noted that the company achieved positive results in workplace safety in 2025; however, 2026 is a pivotal year for the company’s transformation and upgrading, as well as for enhancing quality and efficiency. Therefore, ensuring robust safety performance throughout the year is of paramount importance and entails significant responsibility. In 2026, the company must place “a closed-loop accountability system” at the core to firmly enforce safety management responsibilities; pursue the goal of “zero latent hazards” by deepening targeted rectification efforts in key areas; and take “cultivating a safety culture as the foundation” to build a strong ideological defense against safety risks across the entire workforce.
The meeting emphasized that the company must further refine its safety management system, intensify safety training, and enhance employees’ safety awareness and emergency response capabilities to ensure steady progress in workplace safety throughout the year. It is imperative to rigorously enforce the principle that the primary person responsible for workplace safety lies with each department, workshop, and work team. Clear delineation of responsibilities at all levels is required, along with the establishment of a robust accountability mechanism that holds individuals accountable for dereliction of duty while granting exemption from liability for diligent performance. Leading cadres at all levels must earnestly fulfill their “dual-responsibility” mandate, and all departments should strengthen coordination and collaboration to create a safety management framework characterized by “full participation, full responsibility, and full accountability.” Furthermore, safety management personnel at all levels must comprehensively enhance their awareness of safety risk control and improve their emergency rescue capabilities, enabling them to identify hazards and effectively manage risks. Risk prevention and control must be deepened, dynamic monitoring strengthened, and a comprehensive, end-to-end risk assessment system established. All potential safety hazards must be thoroughly identified and addressed, precise preventive measures must be formulated, and early warning and prompt handling of emerging risks must be achieved.
The successful convening of this Safety Committee meeting has charted a clear roadmap and laid a solid foundation for safety production work in 2026. In the year ahead, the company will take the spirit of the meeting as its guiding principle, rigorously implement and ensure the effective execution of all measures, continuously optimize the safety management system, comprehensively enhance the level of safety production, and create a safe and stable environment conducive to the company’s high-quality development.
