Recently, the National Development and Reform Commission issued the “Guidance Catalogue for Industrial Structure Adjustment (2024 Edition)” (Order No. 7 of the National Development and Reform Commission), which will take effect on February 1, 2024. At the same time, the “Guidance Catalogue for Industrial Structure Adjustment (2019 Edition)” is hereby repealed. The “Catalogue (2024 Edition)” is divided into three categories: encouraged, restricted, and phased-out. The encouraged category primarily includes technologies, equipment, and products that play a significant role in promoting economic and social development; the restricted category mainly comprises production capacities, process technologies, equipment, and products that are technologically backward, fail to meet industry access requirements and relevant regulations, pose risks to workplace safety, or hinder the achievement of the carbon peak and carbon neutrality goals, thus requiring mandatory upgrading or prohibiting new construction; the phased-out category primarily consists of outdated process technologies, equipment, and products that violate applicable laws and regulations, result in severe resource waste and environmental pollution, present serious workplace safety hazards, and impede the realization of the carbon peak and carbon neutrality goals, and therefore must be eliminated. Any items not falling under the encouraged, restricted, or phased-out categories but complying with relevant national laws, regulations, and policies are classified as permissible. In the 2024 Edition of the “Guidance Catalogue for Industrial Structure Adjustment,” additions and revisions have been made to the entries related to casting, casting equipment, pig iron for casting, and other associated products within the encouraged, restricted, and phased-out categories.
