【 Special Report 】 Liaoning Fu 'an Heavy Industry held the 2025 Safety Production Warning Education Work Conference and the kick-off Meeting of the Safety Production Activity Month

This meeting, with the theme of "Strengthening Safety Education, Implementing Safety Responsibilities, and Consolidating the Foundation for Development", aims to comprehensively enhance the safety awareness and emergency response capabilities of all staff through systematic safety education and training, case-based warning education, and the deployment of safety production responsibilities, thus providing a solid guarantee for the high-quality development of the enterprise. 

Deputy General Manager Yu Guangyu conveyed the latest work arrangements on safety production made by the provincial and municipal governments to the participants. Qiu Zhijun, the director of the Safety and Environmental Protection Department, presided over the meeting and made detailed arrangements for the specific work of the "Safety Production Activity Month". The heads of each safety production responsibility unit made special reports on safety production work. All middle-level cadres and representatives of business backbones from various departments attended this meeting. 

The meeting pointed out that the current situation of work safety remains severe and complex, with various risks and hidden dangers intertwined and superimposed. We must always maintain a high level of vigilance as if standing on the edge of a precipice or walking on thin ice. We should deeply draw lessons from typical accidents both inside and outside the industry recently, carry out in-depth special activities of "taking cases as a mirror and promoting rectification through cases", and strengthen the closed-loop management of hidden danger investigation and governance by drawing inferences from one instance. At the same time, we should innovate the forms of safety education, enhance the pertinence and effectiveness of training, ensure that every employee can master the safety operation skills and emergency response capabilities of their positions proficiently, and truly achieve "everyone talks about safety and everyone can respond to emergencies - find hidden dangers around us". 

The meeting demanded that, as the current stage is the consolidation and improvement phase of the three-year national special campaign for work safety, the entire company should adhere to the strictest standards, take the most practical measures and exert the greatest efforts to resolutely safeguard the bottom line of work safety. With a higher ideological stance, stronger sense of responsibility and more practical work measures, we should consolidate the foundation for safe development. All levels of leading cadres should lead by example and strictly implement the principle of "three musts for three managements and dual responsibilities for one position", build a safety management system that covers all aspects horizontally and vertically, and promote the construction of a risk prevention and control system with a systematic approach, so as to comprehensively enhance the modernization level of enterprise safety governance. We should vigorously promote safety culture, internalize the safety concept in our hearts and externalize it in our actions, and create a strong atmosphere where "everyone talks about safety, everything emphasizes safety, and everywhere ensures safety". Taking the "Work Safety Month" campaign as an opportunity, we should continuously improve the long-term mechanism, promote the advancement of safety management towards refinement, standardization and intelligence, and build a solid safety barrier for the high-quality development of the enterprise. 

The meeting emphasized that safety is the lifeline of the enterprise and must be treated as the top priority. In his speech, Liu Aiguo, the general manager of the company, pointed out that all employees should uphold the principle of "safety first and life above all else" and apply it to every position and process. Department managers need to implement the "dual responsibility for one post" system to ensure that safety responsibilities are fully covered. At the same time, it is necessary to improve the dual prevention mechanism and perfect the relevant systems and emergency response plans. All employees are required to take on the responsibility for safety with a sense of responsibility that they "can never relax" and a sense of crisis as if "walking on thin ice", and build a solid safety barrier for the stable development of the company. 

This meeting has set a new benchmark and pointed out a new direction for the safety production work of Fuan Heavy Industry. Standing at a new starting point, the entire company will take "safe development" as the guiding principle, aim for "zero accidents", and use "iron determination, iron measures, and iron discipline" as the key approach to continuously improve the safety management system and comprehensively enhance risk prevention and control capabilities. All colleagues of the company will jointly safeguard the safety of employees and ensure the stable operation of the enterprise, laying a solid foundation for building an intrinsically safe enterprise and achieving high-quality development, making safety the most distinctive corporate color and the core competitive advantage of Fuan Heavy Industry.
