[Special Report] Liaoning Fuan Heavy Industry Holds the 2025 Safety Production Warning Education Conference and the Launch Meeting for the Safety Production Month

To implement General Secretary Xi Jinping’s important expositions on work safety and the decisions and arrangements made by the CPC Central Committee, the State Council, and the provincial and municipal governments on work-safety efforts, Fuan Heavy Industry convened a conference on work-safety warning education and the launch meeting for the Work-Safety Awareness Month on May 24, 2025. Liu Aiguo, General Manager of Fuan Heavy Industry, attended the meeting and delivered a speech, while company leaders Wu Di and Pan Changyi also attended and put forward specific work requirements.
This conference is themed “Strengthening Safety Education, Implementing Safety Responsibilities, and Solidifying the Foundation for Development.” Through systematic safety training, cautionary education based on typical cases, and the deployment of measures to ensure the effective implementation of workplace safety responsibilities, the event aims to comprehensively enhance all employees’ safety awareness and emergency response capabilities, thereby providing robust support for the enterprise’s high-quality development.
Deputy General Manager Yu Guangyu conveyed the latest work arrangements on work safety issued by the provincial and municipal governments to the attendees. Qiu Zhijun, Head of the Safety and Environmental Protection Department, chaired the meeting and provided a detailed plan for the specific tasks under the “Work Safety Awareness Month” campaign. Heads of all units responsible for work safety delivered special reports on their respective work in this area. All middle-level managers and key personnel from various departments attended the meeting.

The meeting pointed out that the current situation regarding workplace safety remains severe and complex, with various risks and hazards overlapping and compounding one another, necessitating a sustained state of heightened vigilance—approaching every task as if standing on the brink of an abyss or treading on thin ice. It is imperative to thoroughly learn from recent typical accidents both within and outside the industry, launch in-depth special campaigns focused on “drawing lessons from cases and using cases to drive improvements,” and adopt a systematic, closed-loop approach to identifying and addressing potential hazards by drawing broader conclusions from specific incidents. At the same time, we must innovate the methods of safety education, enhance the relevance and effectiveness of training, ensure that every employee masterfully acquires the safe operating skills and emergency response capabilities required for their respective positions, and truly achieve the goal of “everyone prioritizing safety and everyone being capable of responding to emergencies—identifying safety hazards around us.”

The meeting emphasized that we are currently in the consolidation and enhancement phase of the three-year national special campaign for workplace safety. All levels of the company must adopt the strictest standards, implement the most practical measures, and exert the strongest enforcement efforts to firmly uphold the bottom line of workplace safety. With a higher level of ideological awareness, greater sense of responsibility, and more concrete actions, we must solidify the foundation for safe development. Leading cadres at all levels must set an example by taking the lead in rigorously implementing the “Three Controls and Three Musts, Dual Responsibility for Each Post” principle, thereby establishing a safety management system that extends horizontally to every department and vertically to every level. We should advance the construction of a risk prevention and control system through systems thinking and comprehensively elevate the modernization of enterprise safety governance. We must vigorously promote a culture of safety, ensuring that safety principles are internalized in our minds and translated into concrete actions, thus fostering a strong atmosphere in which “everyone emphasizes safety, safety is prioritized in all matters, and safety is ensured everywhere.” Taking the “Workplace Safety Month” campaign as an opportunity, we will continue to refine long-term mechanisms, drive safety management toward greater sophistication, standardization, and intelligence, and build a robust safety barrier to support the company’s high-quality development.
The meeting emphasized that safety is the lifeline of the enterprise and must be treated as the top priority. In his address, General Manager Liu Aiguo pointed out that all employees should uphold the principle of “safety first, life above all” and integrate this principle into every position and every stage of operations. Management personnel in all departments are required to implement the “dual-responsibility” system for each post, ensuring that safety responsibilities are fully and comprehensively enforced. At the same time, it is essential to strengthen the dual-prevention mechanism and further refine relevant systems and emergency response plans. All employees are expected to demonstrate a sense of responsibility characterized by constant vigilance and an acute awareness of potential risks—approaching their work with the mindset of “walking on thin ice”—so as to earnestly assume their safety responsibilities and build a robust safety barrier that underpins the company’s steady and sustainable development.

This conference has set a new benchmark and charted a new course for Fuan Heavy Industry’s work on workplace safety. Standing at this new starting point, the company will take “safe development” as its overarching guiding principle, with “zero accidents” as its ultimate goal, and employ “iron resolve, iron measures, and iron discipline” as the key levers to continuously refine its safety management system and comprehensively enhance its risk prevention and control capabilities. All employees will join forces to safeguard the lives and well-being of our workforce, ensure the stable operation of the enterprise, lay a solid foundation for building an intrinsically safe organization and achieving high-quality development, and make safety the most distinctive hallmark and the core competitive advantage of Fuan Heavy Industry.
