On the 11th, reporters learned from the Municipal Development and Reform Commission that, in the approval document issued by the Provincial Development and Reform Commission for the 2023 Liaoning Provincial Engineering Research Centers, two enterprises from our city were approved. Across the province, only five cities had enterprises selected, placing our city third in the province in terms of the number of approvals.

According to the briefing, in order to ensure the successful submission of applications for the provincial engineering research center, the Municipal Development and Reform Commission has actively coordinated with relevant departments, focusing on key strategic emerging industries such as next-generation information technology, high-end equipment manufacturing, energy conservation and environmental protection, and new materials. As a result, six enterprises that meet the application criteria—including Fuan Heavy Industry and Angang Steel Co., Ltd.—have been selected and recommended to the Provincial Development and Reform Commission.

During this period, the Municipal Development and Reform Commission proactively provided front-line services, guiding applicant enterprises to promptly carry out preparatory work and prepare application materials, while rigorously verifying the authenticity and completeness of these materials. The Commission also maintained close communication with the Provincial Development and Reform Commission, closely monitored the review progress of the provincial engineering research centers, and actively participated throughout the entire application and review process. As a result, Liaoning Fuan Heavy Industry Co., Ltd. and Angang Steel Co., Ltd. were ultimately approved to establish the Engineering Research Center for Cast Steel Components such as Pumped-Storage Turbine Runner and the Liaoning Provincial Engineering Research Center for Nuclear Power Steels, respectively.

The Municipal Development and Reform Commission will actively summarize its successful experience in project applications, rigorously adhere to relevant regulations, strengthen organizational leadership and overall coordination, and expedite the establishment of engineering research centers. Guided by the goal of promoting regional economic and industrial development, the Commission will focus on the city’s innovation-driven development strategy, enhance regional capacity for independent innovation, build bridges between industry and research, accelerate the translation of scientific and technological achievements into real productive forces, deepen industry–university–research collaboration and open cooperation, strengthen talent cultivation, foster advances in industrial technology, enhance core competitiveness, and thereby drive high-quality economic development in the city.
