Deepen the integration of data-driven approaches and AI to jointly advance the digital and intelligent transformation of high-end energy equipment.
On July 21, 2026, Liaoning Fuan Heavy Industry Co., Ltd. and the Data Space Research Institute of the Hefei Comprehensive National Science Center formally signed a strategic cooperation agreement in Hefei, Anhui. The two parties will collaborate across five key areas—computing‑electricity synergy, AI + energy, AI + manufacturing, data as a production factor, and intelligent computing centers—to jointly establish a benchmark for integrated innovation that seamlessly links industry, academia, research, and application.
Mu Jianhua, Secretary of the Party Committee of Fu’an Group; Liu Yingchun, Deputy General Manager of Fu’an Shares and Chairman of Sichuan Fu’an Gas Turbine Power Equipment Co., Ltd.; and Jin Lu, Deputy General Manager of Fu’an Investment, attended the signing ceremony. Wang Zuocheng, Executive Dean of the Data Space Research Institute, Director of the Industrial Big Data Research Center and General Manager of Guoke Zhilian Digital Intelligence Technology Co., Ltd. Chi Haixia attended the signing ceremony. Lü Siqi, Vice Chairman of Fuan Shares, and Wang Jian, Assistant to the Director of the Data Space Research Institute, signed the agreement on behalf of their respective parties.
Closely aligned with national strategies, we are jointly embracing the policy window of opportunity.
In the 2026 Government Work Report, “computing‑electricity synergy” was included for the first time as part of the New Infrastructure initiative. Subsequently, the National Development and Reform Commission, the National Energy Administration, the Ministry of Industry and Information Technology, and the National Data Administration jointly issued a series of supporting policies, including the Action Plan on Promoting Two-Way Empowerment between Artificial Intelligence and Energy and the Three-Year Action Plan for Coordinated Development of Computing Power and Electric Power (2026–2028). Notably, the Action Plan on Promoting Two-Way Empowerment between AI and Energy explicitly calls for “advancing the full‑chain deployment of AI in energy planning and design, production operations, and equipment maintenance, covering power generation assets such as thermal power, gas turbines, and nuclear power,” thereby charting a clear path for the deep integration of the gas turbine industry with artificial intelligence.
Liu Liehong, Director of the National Data Administration, pointed out that the Outline of the 15th Five-Year Plan calls for the implementation of an Action Plan for the Development of Trusted Data Spaces, aimed at establishing a robust and secure foundation for data circulation and unlocking the full value of data as a key production factor. Concurrently, the Ministry of Industry and Information Technology has launched the “Industrial Data Foundation‑Building Initiative” to build trusted interconnection platforms for key industries. The conclusion of this strategic cooperation represents a strong step taken by both parties in proactively aligning with national strategic priorities.
A powerful alliance, with complementary strengths.
Data Space Research Institute of the Hefei Comprehensive National Science Center It is a new‑generation R&D institution in the field of data spaces within information technology, sponsored by the People’s Government of Anhui Province and managed by the Office of the Hefei Comprehensive National Science Center. Located in the core area of “USTC Silicon Valley” in Hefei High‑Tech Zone, the institute is led by Academician Wang Xiaomo—recipient of the State Supreme Science and Technology Award and the national honorary title of “People’s Scientist”—and enjoys strong support from nine other academicians, bringing together world‑class scientific and technological talent. Guided by the core concept of reconstructing cyberspace through data and underpinned by a data‑space ecosystem as its central framework, the institute integrates and concentrates scientific and technological resources to unleash the innovative vitality of its talent pool. To implement the two major national strategies of “Building a Cyberpower” and “Digital China,” the institute focuses on the “Cyberspace Security Cluster,” developing advanced computational platforms for complex networks to support situational awareness and security governance in cyberspace; and on the “Data‑Element Innovation Cluster,” establishing a technical system for data‑element marketplaces and constructing demonstration projects for data‑element infrastructure, thereby actively responding to the national Data‑Element × strategy and accelerating the development of the digital economy. With the mission of “Serving the Cyberpower Strategy and Empowering Digital China” and the vision of becoming a globally influential hub for technological innovation and a new high ground for industrial advancement in the field of data science, the institute upholds the values of “Innovation, Entrepreneurship, Excellence, and Progress,” striving to position itself as Anhui’s technical enabler for accelerating digital transformation, a strategic scientific and technological force in the big‑data domain, a key service provider for modernizing governance systems and capabilities, and an incubation and commercialization platform for strategic emerging industries.
Fuan Shares has established a deep foothold in the gas turbine sector, leveraging its systematic, independently controllable capabilities to inject core momentum into the development of the gas turbine industry both domestically and internationally. Sichuan Fuan Gas Turbine has achieved technological breakthroughs in the sub‑50 MW small- and medium‑size gas turbine segment; its LGT‑010 and LGT‑004 models both boast complete, proprietary intellectual property rights and have long supplied critical components to leading domestic and international gas turbine manufacturers, including Mitsubishi Heavy Industries and Dongfang Electric.
Deepening cooperation across five key areas to drive industrial upgrading.
Under the agreement, the two parties will engage in in-depth cooperation across five key areas:
Industrial Trusted Data Space and Industrial Agent Development: Centering on the gas turbine and high-end energy equipment manufacturing sectors, we will establish a co‑creation network for industrial data‑driven value, build a trusted data space for the gas turbine industry, and develop intelligent agents for the industrial and supply chains, thereby achieving efficient inter‑chain collaboration and proactive risk early warning.
AI-Driven R&D and Manufacturing of Gas Turbines: Promote the deep integration of AI technologies across the entire lifecycle of gas‑turbine design and development, from R&D to manufacturing. In the design phase, leverage AI algorithms to rapidly optimize aerodynamic configurations, combustion‑chamber simulations, and structural‑integrity analyses, thereby shortening iteration cycles. In the manufacturing phase, empower process optimization, quality prediction, and equipment health management with AI, enhancing production efficiency and yield, accelerating the development of new engine models, and driving a digital‑intelligence transformation throughout the full product lifecycle.
Advancing benchmark projects for integrated electricity‑energy coordination: Focusing on the coordinated optimization of ultra-large-scale intelligent computing clusters with green‑energy consumption, gas‑turbine power generation, and computing‑power scheduling, we will launch benchmark pilot projects to advance the implementation of integrated innovation initiatives that combine domestically developed gas turbines, new energy sources, energy storage, computing power, and data‑driven digital assets.
Joint Research and Development of Industry–University–Research Projects: Focusing on areas such as market-based allocation of data as a production factor, innovative applications of the industrial internet, green and low-carbon energy technologies, and AI‑driven gas‑turbine design and R&D, we will jointly submit proposals for major national, provincial, and municipal science and technology programs and industrial demonstration projects, thereby addressing critical bottlenecks that impede the integration of the innovation chain with the industrial chain.
Joint Research Institution Development and Talent Cultivation: Jointly advance the establishment of the Fuan Power Equipment Technology Research Institute, conducting technological research and experimental validation in areas such as breakthroughs in core gas‑turbine technologies, intelligent upgrades of power equipment, and AI‑driven R&D, while collaboratively cultivating multidisciplinary professionals.
Promising prospects and far-reaching significance.
