On July 4, 2026, the Safety and Environmental Protection Department of Liaoning Fuan Heavy Industry Co., Ltd. convened the second meeting of the Safety Committee and a summary conference on safety performance for the first half of the year. The meeting comprehensively reviewed and summarized the achievements of safety and environmental protection efforts in the first half, thoroughly assessed the implementation of special initiatives undertaken during Safety Production Month, conducted an in-depth analysis of existing shortcomings and weaknesses in safety production and environmental protection, and precisely outlined key tasks for the second half of the year. These measures aim to continuously strengthen the foundation for the company’s safe and sustainable development and to build a robust safety framework supporting high-quality corporate growth. Liu Aiguo, Chairman and General Manager of Fuan Shares, along with Vice General Manager Yu Guangyu, attended the meeting and delivered remarks, while Qiu Zhijun, Head of the Safety and Environmental Protection Department, chaired the proceedings.

The meeting noted that, in the first half of the year, the company’s overall safety and environmental management foundation continued to strengthen: the Safety and Environmental departments revised seven relevant management systems, convened 23 specialized meetings on production safety, completed Level‑3 safety training for 51 newly hired employees, conducted five specialized training sessions on hazardous operations, organized 14 targeted trainings for external contractors, and produced 24 safety‑education warning videos. Meanwhile, the company further deepened on‑site governance and hazard identification, comprehensively advanced equipment safety maintenance and on‑site environmental remediation, and identified a total of 483 hazards, all of which have been rectified and closed, achieving dynamic zero‑tolerance for hazards.
During National Work Safety Month, the company fostered a strong safety‑education culture and achieved a comprehensive enhancement of its on‑the‑job capabilities. The Safety and Environmental Protection Department organized company‑wide activities, including QR‑code‑based safety quizzes and a “Snap & Report” initiative for identifying potential hazards, with 832 employees participating—double the participation rate compared to the previous year. Concurrently, fire‑response and emergency‑rescue drills were conducted, involving personnel from all major production workshops and administrative departments, thoroughly assessing each unit’s rapid response, coordinated handling, and real‑world emergency‑management skills. These efforts further standardized procedures for addressing unexpected incidents on site and effectively strengthened the company’s overall emergency‑management system.

Drawing on the actual production and operational performance of the first half of the year, each department conducted a comprehensive review of its achievements and thoroughly identified weak links and potential risks in areas such as operational control, personnel procedures, site management, environmental protection, and emergency response.
The meeting emphasized that workplace safety and environmental protection are the bottom line, red lines, and lifelines for an enterprise’s survival and development. All cadres and employees must remain constantly vigilant on safety and environmental issues and resolutely guard against complacency and a lucky‑you‑can‑get‑away‑with attitude.
Strengthen safety accountability, enforce rigorous performance assessments and accountability measures, and fully implement the “Three Controls, Three Musts” principle, while refining safety and environmental protection responsibilities at the departmental, team, and post levels. Closely monitor high-risk areas, ensure closed-loop management of hazard rectification, and achieve comprehensive, all‑encompassing accountability with no blind spots. Focus on key challenges, keeping a tight grip on critical areas and pivotal processes such as lifting operations and equipment maintenance, and conduct routine hazard identification and remediation to ensure early detection, prompt response, and timely closure of risks. Enhance on-site control by strictly standardizing approval procedures for special operations, rigorously investigating non‑compliant practices and unsafe work behaviors, and bolstering the rigidity of on-site safety oversight. Strengthen job‑specific safety training, eliminate formalism, intensify realistic emergency drills, and improve on-site response capabilities.
Establish sound long-term mechanisms, leveraging Safety Production Month as an opportunity to institutionalize the results of targeted remediation efforts, and conduct regular safety awareness campaigns and skills training to comprehensively enhance the safety and environmental compliance capabilities of all employees, thereby steadily elevating the company’s intrinsic safety standards.
The meeting mandated that, in July, the company conduct another comprehensive inspection and identification of major accident hazards specific to its operations, with stringent standards—particularly for areas involving confined spaces, metallurgical processes, high‑temperature molten materials, hazardous operations, and special‑type work. For confined‑space operations, priority should be given to a thorough review of responsibility‑assignment systems, revisions to relevant procedures, training, drills, as well as the procurement and proper use of necessary equipment, all in accordance with the new regulatory requirements. It is imperative to prevent the emergence of any major accident hazards; accordingly, targeted training and awareness‑raising sessions shall be conducted on the duties and risks associated with relevant personnel, the criteria for identifying major accident hazards, and the latest regulations governing confined spaces.
At the same time, ensure that frontline workers at production sites receive their personal protective equipment and heat‑relief supplies promptly, and continue to advance on-site lighting projects and improve working conditions. Safeguard the physical health and workplace safety of frontline employees by refining shift‑rotation schedules for high‑temperature operations, strictly limiting overtime work in extreme heat, and rigorously implementing all labor‑protection measures for summer heat‑exposure tasks, thereby ensuring the health and safety of workers and the smooth, orderly conduct of production activities.
Going forward, Fuan Heavy Industry will take this conference as an opportunity to resolutely implement all the work arrangements outlined therein, consolidate the achievements of Safety Production Month, and maintain a sharp focus on key areas and critical links. By addressing shortcomings, strengthening weak points, and plugging loopholes, the company will adopt routine, meticulous, and standardized safety and environmental management practices to proactively prevent and mitigate all types of safety and environmental risks, continuously fortify the foundation of safe production, and drive the coordinated, high‑quality development of its safety, environmental protection, and operational‑production efforts.
At the meeting, representatives from the three major production units—the Steel Casting Division, the Finished Products Division, and Fu’an Machinery Company—along with relevant heads of the company’s Safety and Environmental Protection Department, Production Department, Technology R&D Department, Quality Department, Human Resources Department, General Affairs Department, Finance Department, and Marketing Department, as well as safety management personnel, attended.
